Arrow, David’s Sling, and Iron Dome Train Together in Unprecedented Layered Intercept Drill

Israel’s missile defense establishment reached a significant program milestone in December 2020, conducting what officials described as the first-ever integrated exercise linking all three layers of the country’s ballistic and rocket defense architecture simultaneously. The drill, Defense News reported, brought together the Arrow system, David’s Sling, and Iron Dome in a single coordinated test — a level of cross-tier integration that had not previously been attempted. For a country whose defense costs are increasingly strained by repeated mobilizations, the ability to coordinate all three tiers in a unified exercise carries real operational and budgetary weight.

The exercise was conducted by the Israel Defense Forces along with the U.S. European Command and the U.S. Missile Defense Agency, according to the Defense News report. The involvement of American partners underscores the degree to which the architecture — developed in large part through U.S.-Israeli co-production programs — depends on interoperability not just between platforms, but between the two countries’ command-and-control networks.
Three Tiers, One Exercise
Each of the three systems addresses a distinct threat band. Iron Dome is designed to intercept short-range rockets and artillery shells at lower altitudes. David’s Sling — developed by Rafael Advanced Defense Systems and Raytheon — targets medium- to long-range ballistic missiles and large-caliber rockets at mid-tier altitudes. Arrow, the most elevated of the three, is built to intercept long-range ballistic missiles at exo-atmospheric and upper-endo-atmospheric altitudes. Running all three simultaneously in a simulated engagement scenario requires the underlying battle-management software and communications links to de-conflict targeting assignments in real time — precisely the kind of coordination the exercise was designed to stress-test.
Officials did not publicly detail the specific threat scenarios simulated, the number of simulated targets engaged, or whether any live interceptors were fired during the drill. What was confirmed is that the exercise was designed to evaluate how well the tiers communicate and hand off engagements — a core operational question as the threat environment shifts toward salvos of varied munitions rather than single-axis attacks.

Interoperability as a Capability Threshold
The significance of the test lies less in any single system’s performance than in the integration itself. Operating layered defenses as genuinely networked architecture — rather than parallel but siloed systems — is a persistent challenge for any military. Achieving coordinated handoffs between Iron Dome’s engagement zone and David’s Sling’s, or between David’s Sling and Arrow, demands that battle-management systems share track data, prioritize threats, and assign intercept responsibility without human bottlenecks that could allow leakers through a seam between tiers.
U.S. participation in the exercise reflects ongoing investment in the architecture on both sides. The Missile Defense Agency has co-funded development of several components across the tiers, and U.S. European Command’s involvement signals the extent to which Washington treats the integrated system as relevant to broader regional defense planning, not solely to Israel’s immediate threat environment. The Elbit campus expansion and the wider Israeli defense-industrial posture suggest continued domestic investment to sustain and evolve these platforms over the coming decade. Whether the December 2020 exercise will be followed by regular integrated drills — and at what classification level results will be shared — officials have not publicly stated.
